Author: Bernard Mallia
Reviewers: Cyrus Vakili-Zad, Chris Sammut, Ian Pisani
Description: Housing & Poverty In Malta was a study conducted in 2003 and 2004 in relation to the link between poverty and housing affordability in Malta. The study starts with a literature review which sets out the findings that had already been made in the field. It also introduces the concept of the Housing Affordability Index (HAI) to distinguish between real and capricious affordability issues. It then goes on to look at housing and the phenomenon of poverty in the Maltese context, thereafter turning its attention to housing problems in the Southern Harbour Region and its degenerating urban fabric. The potential channels through which Poverty and Housing are linked are then set out, followed by some policy recommendations.
